According to The Verge, Instagram is experiencing difficulties on both the app and on desktops everywhere.
That said, you may be be experiencing issues relating to the loading of posts. After using our own devices, our personal messages wouldn’t refresh or send and deliver, our likes wouldn’t update and our own feeds weren’t visible to ourselves or others. Additionally, our Instagram Stories would not publish. However, we were able to view Stories using mobile.
However, when switching over to desktop, the issues became even more apparent. In that regard, Stories wouldn’t even load. Additionally, Instagram wouldn’t redirect to other people’s pages.
When we tried to change the password to our socials, we were redirected to the same “Oops, an error occurred” page.

It’s worth nothing that Instagram is owned by Facebook. That said, the only Facebook-owned app that is currently not experiencing any problems is WhatsApp.
Facebook has since responded to the issues on Twitter (ironic), saying that they are working to resolve the problems at hand.
We’re aware that some people are currently having trouble accessing the Facebook family of apps. We’re working to resolve the issue as soon as possible.
